  1. What is the reason for the quarantine?

The quarantine is introduced in order to prevent the spread of coronavirus COVID-19 by the resolution of the Cabinet of Ministers of Ukraine dated 11 March 2020 № 211.

  1. What period is quarantine imposed for?

According to the resolution of the Cabinet of Ministers of Ukraine dated 11 March 2020№ 211, a quarantine is imposed throughout the territory of Ukraine for the period from March 12 until April 32020.

  1. What restrictions are imposed during the quarantine?

For the period from March 18  until April 3 the quarantine provides a ban throughout the territory of Ukraine for:

  • regular and irregular passenger transportation by Suburban, intercity intraregional and inter-regional traffic;
  • transportation of more than 10 passengers in one route vehicle (tram, trolleybus, car);
  • underground transportation in Kyiv, Kharkiv, Dnipro;
  • the holding of sporting, entertainment, social, religious and advertising events with the participation of more than 10 persons, excluding events to provide the activity of the state and self-governmental bodies.
  • the work of sports complexes and halls, public services facilities, SPA salons, beauty salons, saunas, beauty parlors, massage parlors, hairdressers, tattoo parlors, as well as entertainment venues – discos, night clubs, computer clubs;
  • the work of entry check points to the temporarily occupied territory of the Autonomous Republic of Crimea and the city of Sevastopol and exit from there is suspended until 3 April 2020.( the order of the Cabinet of Ministers of Ukraine dated 14 March 2020 № 291-р)

Trade in foodstuffs, fuel, hygiene products, medicines is pemitted. Banking and insurance activities can also be carried out

  1. Will the operations be carried out at the hospitals?

Ministry of Healthcare of Ukraine is mandated to oblige healthcare institutions to postpone planned operations at a later date in order to free hospitals and be ready to help patients with coronavirus. The hospitals are intensively preparing health facilities, continuing to prepare, reprofiling so that the health system can accept the number of patients in case of mass illness.

Nowadays, there is no medicine for treatment or prevention of coronavirus COVID-19.

  1. Is the work of the checkpoints at the ABL with the AR of Crimea suspended?

The work of entry check points to the temporarily occupied territory of the Autonomous Republic of Crimea and the city of Sevastopol and exit from there is suspended until 3 April 2020.

Such decision of the Cabinet of Ministers of Ukraine was taken to prevent spread of illness COVID-19, caused by coronavirus SARS-CoV-2 (the decree of the Cabinet of Ministers of Ukraine dated 14 March 2020 № 291-р https://cutt.ly/UtjYcD3).

According to the amendments to the order № 291 of  the Cabinet of Ministers of Ukraine, made on 18 March, entrance to the temporarily occupied territory AR of Crimea and the city of Sevastopol and exit from there is allowed to individuals with humanitarian needs by the decision of the Head of the Sate Boarder Guard Service of Ukraine with immediate reporting the Ministry on Reintegration of the Temporarily Occupied Territories of Ukraine.

  1. Can the citizen of Ukraine and the members of his (her) family with the place of residence, registered in the Autonomous Republic of Crimea or in the city of Sevastopol enter the TOT of AR of Crimea during the quarantine?

Yes, he (or she) can, but only once as such individual will be able to exit from the TOT of AR of Crimea after the quarantine ( the order of the Cabinet of Ministers of Ukraine dated 14 March № 291-р)

However, according to the amendments, made to the order of CMU dated 14 March 2020 in case of humanitarian grounds and decision of the Head of the Sate Boarder Guard Service of Ukraine, the citizen of Ukraine can be permitted to exit from the TOT of AR of Crimea during the quarantine.

  1. Can the citizen of Ukraine and the members of his (her) family with the place of residence, registered out of the Autonomous Republic of Crimea or in the city of Sevastopol enter the TOT of AR of Crimea during the quarantine?

No, he (or she) cannot. Such individual has a right only to exit from the TOT of AR of Crimea (the order of the Cabinet of Ministers of Ukraine dated 14 March № 291-р)

However, according to the amendments, made to the order of CMU dated 14 March 2020 in case of humanitarian grounds and decision of the Head of the Sate Boarder Guard Service of Ukraine, the citizen of Ukraine can be permitted to enter the TOT of AR of Crimea during the quarantine.

  1. Can the citizen of Ukraine and the members of his (her) family with the place of residence, registered in the Autonomous Republic of Crimea or in the city of Sevastopol exit from the TOT of AR of Crimea during the quarantine?

No, he (or she) cannot.  Only citizens of Ukraine with the place of residence, registered out of the  Autonomous Republic of Crimea or in the city of Sevastopol can exit from the TOT of AR of Crimea(the order of the Cabinet of Ministers of Ukraine dated 14 March № 291-р)

However, according to the amendments, made to the order of CMU dated 14 March 2020 in case of humanitarian grounds and decision of the Head of the Sate Boarder Guard Service of Ukraine, the citizen of Ukraine can be permitted to enter the TOT of AR of Crimea during the quarantine.

  1. Can the citizen of Ukraine and the members of his (her) family with the place of residence, registered out of the Autonomous Republic of Crimea or in the city of Sevastopol exit from the TOT of AR of Crimea during the quarantine?

Yes, he(or she) can. But he (or she) will be able to return to the TOT of AR of Crimea only after the quarantine (the order of the Cabinet of Ministers of Ukraine dated 14 March № 291-р).

However, according to the amendments, made to the order of CMU dated 14 March 2020 in case of humanitarian grounds and decision of the Head of the Sate Boarder Guard Service of Ukraine, the citizen of Ukraine can be permitted to enter the TOT of AR of Crimea during the quarantine.

  1. Can the individual, actually living in the TOT of AR of Crimea and the city of Sevastopol but with the place of residence, registered in other region of Ukraine enter the temporarily occupied territory or exit from there?

Yes, he (or she) can exit from Crimea but to enter there will be possible only after the quarantine (the order of the Cabinet of Ministers of Ukraine dated 14 March № 291-р).

However, according to the amendments, made to the order of CMU dated 14 March 2020 in case of humanitarian grounds and decision of the Head of the Sate Boarder Guard Service of Ukraine, the citizen of Ukraine can be permitted to enter the TOT of AR of Crimea during the quarantine.

  1. Can foreigners or other stateless persons exit from the TOT of AR of Crimea during the quarantine?

Yes, they can in agreement with the Ministry on Reintegration of the Temporarily Occupied Territories of Ukraine along with the Administration of the State Border Service(the order of the Cabinet of Ministers of Ukraine dated 14 March № 291-р).

It is necessary to point out that according to the order of the CMU dated 4 June 2015 № 367 foreigners and stateless persons can enter and exit from the TOT of AR of Crimea through checkpoints by showing a passport and special permit issued by the territorial body of SMS in Novotroitsky of Henitchesky districts of Kherson region.

According to the above-mentioned order foreigners and stateless persons are refused of exit from the TOT of AR of Crimea in case if they enter the TOT of AR of Crimea out of the checkpoints. Therefore, such individual can leave the TOT of AR of Crimea during the quarantine,

  1. Can foreigner, one of the couple is the citizen of Ukraine with the place of residence, registered out of the Autonomous Republic of Crimea or in the city of Sevastopol exit from the

Yes he(she) can, being a member of the family of the citizen of Ukraine with relevant registered place of residence (the order of the Cabinet of Ministers of Ukraine dated 14 March № 291-р).

It is necessary to point out that according to the order of the CMU dated 4 June 2015 № 367 foreigners and stateless persons can enter to and exit from the TOT of AR of Crimea through checkpoints by showing a passport and special permit issued by the territorial body of SMS in Novotroitsky of Henitchesky districts of Kherson region.

Therefore, foreigners and stateless persons must have special permit to enter the TOT of AR of Crimea, including during the quarantine.

  1. Are regular and irregular passenger transportations carried out by underground, city, intercity, intraregional and inter-regional traffic?

There is no bus, railway and air services with the AR of Crimea and the city of Sevastopol due to the temporarily occupation.

The order of the Cabinet of Ministers of Ukraine for the period from 18 March to 3 April imposes ban for regular and irregular passenger transportation by public transport which works in regular regime: bus, subway, tram, trolleybus, funicular, city train including suburban, intercity intraregional and inter-regional traffic.

Thus, only the car is the safest way available for transportation of passengers under the period of quarantine.

  1. Is social welfare payments for single mothers provided without checking the living standards by social service in the conditions of quarantine?

No, it is not. During the quarantine and 30 days later, there is a ban for such checking, it will be resumed after the end of quarantine.
