During the period of 2017-2018, the Mission of the President of Ukraine in AR Crimea has been taking measures to find violations in energy delivery, artesian water and mineral resources supply via the administrative boundary line with the temporarily occupied Crimea to provide the illegal activity of the factories in the peninsula. The relevant materials are regularly submitted to the Administration of the President of Ukraine as well as to the Security Service of Ukraine (SSU) and other authorized bodies in the framework of administrative relationship.
On 11 October 2018, as the result of analytical and informational activity had been carried out, the Mission of the President of Ukraine in AR Crimea together with the officers of the Central Directorate of SSU and the Main Directorate of SSU in AR Crimea undertook the activities to shut the pumping station “Kutaranska damba” down, which is situated in mainland (controlled territory) of Ukraine in Novotroitsky district of Kherson region on territory adjacent to the Syvash bay of Azov Sea. The abobe-mentioned pumping station supplies industrial volumes of the salt (mineralized) water from the natural waters of the Central Syvash of Azov Sea to the regulated waters of the West Syvash, where it is illegally used by the chemical industry factories of the temporarily occupied Crimea (soda and bromine plants in Krasnoperekopsk town). During the arrangements at the water pumping station, carried out in the presence of the representatives of civil organizations and the press, the results of the energy delivery for pumping salt (mineralized) water on the industrial scale to provide the work of the factory in the temporarily occupied Crimea were found out. Despite the fact that the factories work without the appropriate authorizations and licenses to use mineral resources by causing, evidently, a significant danger to the environment of Syvash.
The Law of Ukraine “On Creation of the Free Economic Zone “Crimea” and on Peculiarities of Exercising Economic Activity in the Temporarily Occupied Territories of Ukraine” of 2014 provides an opportunity to hide the illegal activity between them and the stakeholders on land leases, wages payments, maintenance of water pumping station etc. The Mission recently submitted to the President of Ukraine a draft Law of Ukraine on repealing the above-mentioned Law of 2014 as a whole by leavening its some separate rules which correspond to national interests and requirements for human rights in accordance with the Law of Ukraine “On Securing the Rights and Freedoms of Citizens and the Legal Regime on the Temporarily Occupied Territory of Ukraine”.
The Mission will continue to take all comprehensive measures to restore the State control over the water usage of Syvash Lake and protection of the environment around it which has become as a natural barrier for the state-aggressor.
