The Ministry of Informational Policy of Ukraine, the State Migration Service of Ukraine and the State Border Guard Service of Ukraine have agreed to remain in force the mechanism, regulating access of the foreign journalists to the temporarily occupied Crimea during the period of martial law, enacted by the decree of the President of Ukraine dated 26 November 2018 № 393/2018.
The access of the foreign journalists to the temporarily occupied territory of Ukraine in Crimea is provided by the Procedure for entering and exit from the temporarily occupied territory of Ukraine, approved by the Resolution of the Cabinet of Ministers of Ukraine dated 4 June 2015 № 367 with the corresponding amendments to the Procedure during a period of martial law.
In some cases, the term for pending applications of foreign journalists for entry to the temporarily occupied Crimea can be extended due to the special form to be filled for obtaining a permit after the agreement with the defense and security authorities. The ultimate decision to permit the foreign journalists to enter the territory of the occupied Crimea is made by State Border Guard Service of Ukraine within its mandate on introduction of the martial law.
