In July 23, 2018 the Chief Consultant of the Mission of the President of Ukraine in ARC Taisia Tkachenko took part in the working meeting of the non-governmental organization “Tenth of April” with the leadership of the Directorate of the State Migration Service of Ukraine in Kherson region on issues of certification of the citizens of Ukraine from the occupied territories.
The core issues for discussion were the current legal instruments, providing the administrative services procedures so far. A special attention was paid to the challenges of the Ukrainian citizens with the residence registration in the temporarily occupied territory of Ukraine and for certain reasons they cannot receive the IDPs status.
The participants of the meeting discussed the problems concerned to the registration of the persons, older than fourteen years, from the temporarily occupied Crimea in the Unified State Demographic Register, as when the citizens study at school in mainland Ukraine and then to continue their studying in the Higher Educational Establishments of Ukraine they change their place of registration and lose automatically their welfare payments and a right to preferential residence in the hostels for students.
As the result the members of the meeting decided to collect such citizens’ requests for the legal instruments to be amended in order to improve the procedures of certification and registration of the citizens of Ukraine from Crimea.
